Our Vision

To lead the national transformation of Libya’s labour market by building an integrated employment framework that enhances efficiency, activates national potential, and achieves a balance between labour supply and demand—keeping pace with economic changes and consolidating sustainable development.

Our Mission

At the Libyan Labour Market Authority, we strive to lead qualitative transformation and regulate the national labour market by adopting the highest standards of efficiency and institutional integration. We work to empower national talent, support employment opportunities and sustainable development, and enhance economic and social balance and fairness through modern employment policies and informed management of data, legislation, and initiatives—implemented through effective coordination and partnership with all sectors.

The Authority’s Objectives

  • Contribute to the classification and organization of data and statistics related to the labour market and the national workforce, ensuring their use in preparing strategic plans and the necessary studies, in coordination with the competent entities.

  • Assist job seekers in obtaining employment opportunities in the private sector.

  • Coordinate among the Authority’s affiliated departments and units to provide suitable job opportunities within micro, small, and medium enterprises (MSMEs).

  • Participate in reviewing labour market legislation and propose amendments and developments to keep pace with local, regional, and international changes and developments.

  • Support the identification and mapping of available job opportunities within the administrative scope of municipalities in the private sector, and help guide national job seekers and graduates to fill them.

  • Mobilize human resources and direct them toward productive work, and create new job opportunities for job seekers in coordination with the competent entities.

  • Participate in preparing studies related to the contribution of all segments of society—especially women and persons with disabilities—to the implementation of economic and social development projects.

  • Participate in conducting studies and research that raise efficiency levels, improve performance, and contribute to developing and applying modern labour market methods to address technological changes.

  • Coordinate with the state’s executive bodies to periodically publish the necessary information on job vacancies across municipalities, so it can be used to inform job seekers about employment opportunities.

  • Contribute to encouraging serious individual and collective initiatives as a key driver of economic activity—boosting production and absorbing outputs of the education and training system to reduce unemployment—through investment loans and incentives.

  • Coordinate and participate with the competent entities in facilitating administrative procedures related to micro and small enterprises and reducing constraints, ensuring freedom of economic activity and supporting the activation of the private sector’s role.

  • Supervise the implementation of the project to regulate the residence of migrant workers in Libya and monitor its proper application.
